It is thought that some portions of the temple were constructed in the 6th century, but that it was only rebuilt and completed in the 11th century. This temple is mentioned in the Brahma Purana as well. It is stated that while the temples were being built, the Prabbu Jagannath cult began to take shape, as evidenced by the fact that Prabhu Shiva and Prabhu Vishnu are revered here at this temple.

Temple is constructed of red stone and is a prime example of Kalinga architecture. The temple is divided into four sections - Garbha Griha (sanctum sanctorum), Yajna Shala (the hall for prayers), Bhoga Mandap (the hall of offering) and Natya Shala (hall of dance).

The temple is one of India's oldest constructions, estimated to be over 1000 years old. The Lingam at the Garbh Griha is believed to have originated on its own and is thus known as Swayambhu, and devotees worship it as both Lord Vishnu and Lord Shiva. A trident, consisting of a statue of Lord Shiva and two statues of Lord Vishnu on both sides of the entrance gate, may be seen as you enter the temple. The temple is revered as Hari-Hara, which has a hidden meaning, because it is the witness to the concord of two sects. Hari stands for Lord Vishnu, and Hara stands for Lord Shiva, and the two combine to form Hari-Hara.
